DEFINITION

Intelligence, Surveillance & Reconnaissance (ISR) is the mission of collecting, processing, exploiting, and disseminating information about adversaries, threats, and operational environments across air, space, cyber, maritime, and land domains. It combines national-technical assets, U-2 and RC-135 airborne collectors, MQ-9 and MQ-4C unmanned platforms, submarine SIGINT, and proliferated LEO satellite constellations into a fused decision-quality picture. Modern ISR is the connective tissue of joint operations — feeding the kill chain, coalition planning, and policy decisions through the TCPED cycle (Task, Collect, Process, Exploit, Disseminate).

WHY IT MATTERS

Intelligence, Surveillance and Reconnaissance is the connective tissue between what is happening in the operating environment and the decisions that need to be made. Public DoD publications describe ISR as one of the highest-demand mission areas, with combatant commanders regularly requesting more capacity than is available. Systems span airborne collectors (MQ-9, Global Hawk, Triton), space-based systems (NRO constellations, SDA tranches, commercial imagery from Maxar and Planet), signals intelligence platforms, and open-source intelligence workflows. AI-assisted exploitation compresses the analyst timeline and connects into the JADC2 architecture through Project Maven and successor efforts.
