CBRN Defense is the mission of detecting, identifying, warning against, decontaminating from, and providing medical countermeasures to chemical, biological, radiological, and nuclear threats — both weaponized state programs and terrorist use of dual-use materials. The mission spans passive protective equipment (masks, suits, collective protection), active sensing (BioWatch, WMD-CST teams, mobile chemical detectors), medical countermeasures (Strategic National Stockpile, DTRA-funded vaccines), and the decision-support fabric that integrates indications-and-warning from multiple modalities. Post-COVID, the biosurveillance side has grown substantially, and CBRN Defense increasingly overlaps with pandemic preparedness and biodefense strategy.

CBRN is a low-probability, high-consequence mission that commands persistent investment because a single successful attack can dwarf any other homeland casualty event. State-actor CBRN programs (Russia, North Korea, Iran) remain live; gain-of-function biology research and gene-synthesis accessibility have lowered the barrier to synthetic bio threats; and the CBRN industrial base has consolidated significantly since the 2001 anthrax attacks. Every combatant command, DHS, HHS, and dozens of state/local first-responder programs touch this mission.
